3.0 BACKGROUND OF THE APPLICANT <br />CC &V is a joint venture managed by AngloGold Ashanti (Colorado) Corp. CC &V's joint <br />venture partners are AngloGold Ashanti (Colorado) Corp. and GCGC, LLC. <br />CC &V has operated in the Cripple Creek Mining District since 1976. CC &V and its operations <br />have directly and indirectly benefitted the Cripple Creek Mining District and the communities of <br />Cripple Creek, Victor, and Goldfield. In addition to the direct benefits of employment and <br />payment of wages, benefits, and taxes, CC &V has provided support to many community <br />activities. <br />CC &V has an excellent track record in environmental management and safety. CC &V <br />implemented a formal Environmental Management System in 2006 for managing potential <br />environmental issues throughout the mine site. This comprehensive system was certified by <br />Orion Registrar, Inc. USA as compliant with the International Standards Organization ( "ISO ") <br />14001:2004 standards on December 22, 2006. ISO is recognized as the world's leader in <br />development of international standards through national standards institutes in 157 countries. <br />ISO is a nongovernmental organization with both public and private sector members. CC &V <br />completed annual surveillance audits in 2007 and 2008. CC &V was recertified under the <br />program in 2009 and completed additional annual surveillance audits in 2010 and 2011. <br />In 2006, CC &V was awarded the 2006 CDPHE's Bronze Environmental Achievement Award in <br />the State's Environmental Leadership Program, which recognizes the voluntary and significant <br />environmental achievements of Colorado businesses and organizations. CC &V was awarded the <br />highest level recognition, the Gold Level, in 2008 (applicable for three years) and in 2011 <br />(applicable for three years). CC &V is the only mine in Colorado at the Gold Level. CC &V <br />received these awards as a result of the high level of dedication and commitment to public health <br />and the environment that is displayed in our community based programs, waste minimization <br />projects, and voluntary clean-up projects. <br />During 2007, the cyanide management systems at CC &V were audited for conformance with the <br />voluntary International Cyanide Management Code ( "Code ") administered by the International <br />Cyanide Management Institute ( "ICMI "). The Code was developed by a multi - disciplinary <br />stakeholder process spearheaded by the United Nations that identifies world -wide best <br />management practices. AngloGold Ashanti voluntarily became a <br />signatory to the Code with each of its owned or managed operations needing to be audited by an <br />independent third party certified by the ICMI.
