7 <br />CAM - Colorado LLC <br />Permit No. 10ME2000 Colorado Department of Public Health and Environment <br />Initial Approval <br />page 2 Air Pollution Control Division <br />4. Visible emissions from processing equipment and transfer points shall not exceed twenty percent <br />(20 %) opacity during normal operation of the source. During periods of startup, process modification, <br />or adjustment of control equipment visible emissions shall not exceed 30% opacity for more than six <br />minutes in any sixty consecutive minutes. Opacity shall be measured by EPA Method 9. (Reference: <br />Regulation 1, Section II.A.1.& 4.) <br />5. The particulate emission control measures listed on the attached page (as approved by the Division) <br />shall be applied to the particulate emission producing sources as required by Regulation No. 1, <br />Section I I I. D.1. b. <br />6. This source shall be limited to a maximum production rate as listed below and all other activities, <br />operational rates and numbers of equipment as stated in the application. Daily and annual records <br />shall be maintained and made available to the Division for inspection upon request. (Reference: <br />Regulation No. 3, Part B, Section II.A.4.) <br />Coal hauling and dumping shall not exceed 4,000 tons per day and 1,000,000 tons per year <br />Load out of coal onto unit trains shall not exceed 1,000,000 tons per year. <br />Coal stockpile shall not exceed 40,000 ton. <br />Fugitive particulate emissions shall not exceed the following limitations from hauling and from <br />stockpiling of processed coal (as calculated in the Division's preliminary analysis) Annual records of <br />the actual production rate shall be maintained by the applicant and made available to the Division for <br />inspection upon request: (Reference: Regulation No. 3, Part B, Section II.A.4.) <br />Fugitive Particulate Matter: 14.2 tons per year. <br />Fugitive Particulate Matter < 10 pm (PM,o): 4.4 tons per year. <br />Fugitive Particulate Matter < 2.5 Nm (PM2.5): 0.4 tons per year. <br />Note: Compliance with these fugitive particulate emissions shall be demonstrated by not exceeding <br />the production limits in condition number 7 and by following the attached fugitive dust <br />emissions control plan. <br />8. Controlled process particulate reporting from conveyor transfer points and the unit train loadout are <br />not at the limits required for reporting emissions. Annual records of the process rates shall be <br />maintained by the applicant and made available to the Division for inspection upon request: <br />(Reference: Regulation No. 3, Part B, Section II.A.4.) <br />Note: Compliance with this condition shall be demonstrated by not exceeding the production limits <br />in condition number 6 and by following the emissions controls as described in the original <br />application. <br />077/0537/001 <br />ver. 2/00 <br />
