2.05.3 <br />(2) Operation Description <br />No mining underground or surface mining will take place within the permit <br />boundary. This permit application package is for a unit train loadout. The <br />proposed surface disturbance associated with the unit train loadout activities <br />within the permit area include; 1) haul road; 2) access road; 3) light use road; 4) <br />truck dump; 5) coal stockpile; 6) loading system and; 7) rail loop and spur track. <br />The area east of Reed Wash was previously disturbed by industrial operations <br />associated with the old refinery located to the east of the property. In the eastern <br />part of the site, there are several large impoundments that were utilized as <br />evaporation ponds and landfarm areas for refinery- generated waters and waste <br />materials. There are several landfill areas at the site, where coke fines are <br />buried, along with a seven acre closed landfill which contains solidified acid - <br />sludge material. <br />The proposed disturbed area is shown on the Mine Facilities Map No. 3, 4, and <br />19. The previously disturbed areas are shown on Map 19. The proposed permit <br />boundary contains 215.6 acres of land that is all on private surface. <br />1. Haul Roads <br />Haul Road #1 enters the property from 15 Road and is 0.58 miles long. The <br />grade of the road varies from nearly flat to a maximum grade of 0.1 %. <br />Haul Road #2 is 0.22 miles long and forms a loop for the coal haul trucks. The <br />grade of the road varies from nearly flat to a maximum grade of roughly 2.0 %. <br />2. Access Road <br />There is one access road on site. It provides access to the loadout facility <br />including the coal stockpile, conveyors, material storage area and ditches. The <br />access road is nearly level, has a maximum grade of 0.2% and is about 0.2 miles <br />long. <br />3. Light Use Roads <br />There are two light use roads on site. Light use road #1 runs parallel to the rail <br />loop and provides access to silt fences, ditches and ponds. The light use road is <br />nearly level and is about 1.4 miles long. Light use road #2 provides construction <br />access to the west side of Reed Wash. This light use road is about 1,500 feet <br />long and follows the natural existing terrain.
