2.05.3 <br />Haul Road <br />General <br />Haul roads handle all incoming coal haul trucks. Haul Road #1 enters the site <br />from 15 Road and connects to Haul Road #2 east of the coal handling facilities. <br />Haul road #2 forms a loop so the coal haul trucks can dump the coal into the <br />truck dump and exit the property on the same road they entered. <br />Design and Construction <br />For the construction of the haul road within the permit boundary, all vegetation <br />material will be removed from the design road bed, shoulders, and surfaces <br />where associated structures will be placed. There is no topsoil available for <br />salvage as location of the haul roads are in previously disturbed areas. No <br />vegetation material will be placed beneath or in any haul road embankment. <br />The material for the embankment shall be reasonably free of organic material, <br />coal or coal blossom, frozen materials, wet or peat material, natural soils <br />containing organic matter or any other material considered unsuitable for use in <br />embankment construction by the DRMS. <br />The following embankment specification applies to all haul road construction <br />within the permit boundary. In the placement of embankment for the haul road, <br />materials will be spread in layers approximately 12 inches deep, and such lifts <br />made uniformly over long stretches and for the full width of the embankment. <br />Each lift will be moistened or dried to attain a moisture content within 2% of the <br />optimum moisture. Hauling equipment will be routed both ways over the fill and <br />routing varied sufficiently to achieve uniform compaction. Compaction will be <br />carried to the edge of the fills so that the final slopes are firm. A sheepsfoot roller <br />or other suitable equipment may be required to achieve compaction. Compaction <br />of each lift will continue until the unit dry weight of the lift reaches a value not less <br />than 95% of maximum unit dry weight attained in a laboratory compaction tests. <br />Compaction tests for fine grained materials shall be performed in accordance <br />with the Standard Proctor method (AASHTO T99). <br />Where the embankment is placed against the existing slopes, the slopes will be <br />benched and scarified down to a firm dense base as the new fill is being placed. <br />Material so loosened will be mixed with the new fill and the resultant mix blended <br />firmly into the slope. <br />Permit Application 2.05 -11 01/12 <br />
