• Air Quality Control Plan <br />The following outlines the measures Seneca Coal Company employs to control dust at the II-W Mine <br />site. The control measures are implemented throughout the life of the mine in accordance with the <br />terms and conditions set forth in the Emission Permit issued by the Colorado Department of Health <br />(CDOHI. An attachment to this tab contains the current APEN under which SCC operates. <br />Sequential detonation of blasting charges is utilized at the II-W Mine on overburden and coal (Tab 141. <br />Authorities maintain that this practice reduces the emission of fugitive dust (Colorado Air Pollution <br />Control Regulation #1-1 11d119)Ib)1211, although data to substantiate this assertion has not been <br />identified, and no estimate of its effectiveness is known. The use of sequential blasting will continue <br />throughout the proposed life-of-mining activities. <br />Coal produced at the 11-W Mine is loaded into on-road haul trucks and transported to the Hayden <br />Station Power Plant via mine site haul roads, Routt County Road 53, and the Tie-Across Haul Road. No <br />coal crushing or handling facilities are located at the mine site. <br />Haul roads are watered as needed to control dust emissions and, annually, chemical suppressors are <br />• applied. Unpaved haul roads are graded regulady to maintain a surface free of loose material and <br />potholes. Haul trucks are not to exceed posted speed limits. The maximum speed limit for the II, W <br />Mine is 40 miles per hour. Speed limit signs are posted along the main haul road in both directions to <br />alert drivers of the speed limit. <br />Topsoil salvaged for reclamation activities are stored in stockpiles as close to the reclaimed area as <br />possible so as to limit the distance it must be moved (Tab 211• Topsoil stockpiles are stabilized using a <br />temporary vegetation cover to limit wind erosion. <br />Areas that have been mined will be graded, topsoiled, and revegetated in accordance with the approved <br />reclamation plan (Tabs 19 to 221. The procedures outlined in the reclamation plan result in effective <br />revegetation, which minimizes the emission of dust on exposed surfaces due to wind erosion. <br />Revegetated areas are maintained by restricting all but essential vehicular traffic to light use, access, <br />and haul roads. <br />• <br />TR-50 1 Revised 04/05 <br />
