A description of possible unavoidable haxa rdous situations when it may be necessary <br />to blast at times other than those described in the schedule. <br />Peabody will publish a blasting schedule in the Hayden Valley Press newspaper which has <br />general circulation in the area in which the mining complex is located. Additionally, <br />blasting schedules will be distributed by mail to local governments and public utilities, <br />and mailed or delivered to each residence within one-half mile of the blasting site. The <br />blasting schedule delivered to each residence within one-half mite of the blasting site <br />will be accompanied by a notice on how to request a pre-blast survey for those residences <br />which have not previously had a pre blast survey. The blasting schedule will be published <br />and distributed every twelve months and at least ten days, but not more than 20 days <br />before beginning blasting whenever the area covered by the schedule changes or whenever <br />periods for blasting significantly differ from the prior announcement, If the change is <br />temporary in nature, local governments and individuals to whom the original schedule was <br />• sent shall be notified by telephone or personal contact followed by written notice. <br />A copy of the most recently published blasting schedule may be found in Attachment 14-2. <br />Also enclosed in this attachment is Figure 14-2-1, Blasting Schedule Areas. Blasting <br />areas specified in the blasting schedule notice are identified on the figure. The figure <br />also shows the area where blasting schedules are required to be sent if dwellings exist. <br />Blasters <br />A11 blasting operations will be conducted under the direct supervision of competent, <br />trained, experienced, and certified blasters with proven work records who understand the <br />hazards involved. The blasters will be certified by the CMLRD in accordance with the <br />blaster certification program of Colorado. Persons responsible for blasting operations at <br />a blasting site will be familiar with the blastf ng plan and any site-specific performance <br />standards. <br /> <br />• <br />5 <br />
