Road & Portal Construction and Reclamation: <br />o Avoid operations during or directly after periods of heavy precipitation or when soils <br />are saturated. <br />o The operator would be required to reclaim all excavation sites by filling with <br />excavated material, recontouring, replacing topsoil and seeding. <br />o All overburden and waste rock will be separated into two distinct piles: 1) topsoil and <br />2) general overburden. Topsoil will be considered the uppermost four inches of <br />mineral soil and any organic matter (e.g. litter or duff) above the mineral surface. <br />The topsoil must be stockpiled and clearly labeled. On all slopes greater than 10 <br />percent, topsoil and overburden piles must have silt fencing effectively installed down <br />slope of the piles. Mining spoils must be placed immediately upslope of dig sites <br />such that any eroded material would be captured by the excavation. <br />o Prior to abandonment of the portal, the operator will be required to complete at least <br />one of the following: <br />o Install a bat compatible gate or closure to the Colorado Parks & Wildlife <br />(CPW), USFS, and CODRMS standards. <br />o Backfill the Homestake Mine Portal <br />o Install a bulkhead to USFS & CODRMS standards. <br />Public Access and Safety: <br />o The operator will be required to gate the access to the construction and underground <br />operations with Forest Service approved fencing material to promote public safety. <br />o Gates will be required at the entrance of the project area on Forest land. <br />The Forest Service may require signing with Forest Service approved <br />language such as "No Public Access or Authorized Access Only." <br />Fire: <br />o All internal combustion engines including but not limited to generators, vehicles, <br />mechanized mining equipment and power tools, must be fitted with an approved <br />spark arresting device or muffler in good working order. The operator must have <br />and maintain hand tools for fire suppression in the event of a wildland fire. <br />Heritage: <br />o All historic mining features; adits, shafts, and other associated structures must be <br />avoided. <br />o If a previously unknown site is discovered by either the operator or the Forest <br />Service, surface disturbing operations that could impact the new site would stop <br />immediately until the site is evaluated by the Forest Service and any needed <br />mitigation measures are developed. <br />o If new proposed excavation sites are proposed that are outside the project area, <br />additional Heritage Resource surveys, documentation and SHPO concurrence would <br />be required. <br />Klondike Mineral Exploration Project - Decision Memo 10 !Page <br />
