February 29, 2012 C- 1981 - 035 /King Coal Mine MLT <br />repair. <br />The King II sediment pond was receiving flow from the 24" diameter culverts (C6 and C7) <br />located at the NW and NE corners. A portion of the pond bottom was covered with water <br />(Photo 2), but the level was well below that at which discharge would occur. The pond <br />embankment and discharge structure exhibited no signs of instability or damage. <br />• The West and East ponds at King I were frozen and covered with snow. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />• Roads throughout King I had been cleared of snow, with the exception of the access road to <br />the water storage tank bench. <br />At King I, the road was plowed only as far as the bath house. The remainder of the area was <br />still covered with snow. <br />SUPPORT FACILITIES - Rule 4.04: <br />• All of the equipment that was temporarily located on -site for installation of the new screen <br />box at King 11 had been removed, including the portable screen, portable conveyors, and <br />temporary fuel depot. <br />The amount of miscellaneous items being stored at the upper end of the west arm of the King <br />II site continues to increase. However, none of the items appeared to contain oil, and use of <br />this area to store inert materials is not seen as a problem. <br />• A concrete truck washout pit located next to the northwest corner of the pond at King II was <br />used during construction of the facilities. The pit was cleaned out, this winter, and GCC is <br />considering filling in the washout and regrading the area. <br />SIGNS AND MARKERS — Rule 4.02: <br />• Permit boundary signs were posted at regular intervals around the disturbed area at King 11. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.063; Redistribution <br />4.06.4: <br />We walked along the crest of the topsoil stockpile at King 11. The northwestern side of the <br />pile is still covered with a few inches of snow, while the southeastern side is bare. <br />• We observed that a number of weed skeletons have accumulated in the ditch surrounding the <br />pile.
