OBSERVATIONS <br />PERMIT #: M- 1995 -007 <br />INSPECTOR'S INITIALS: SJR <br />INSPECTION DATE: February 22, 2012 <br />This was a normal monitoring inspection of the Thomeczek, DRMS File# M- 1995 -007 operated by Joe <br />Thomeczek. The site is located about 1Y4 miles west of Las Animas, Colorado in Bent County. I, Stephanie <br />Reigh of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mr. Joe <br />Thomeczek of Bent County Ready Mix accompanied me on the inspection. <br />Overall, mining is complete at this site and it is in the reclamation phase. No reclamation has taken place yet. <br />The pit slopes need to be graded to a 3:1 horizontal to vertical ratio or flatter. The sides of the pond appear to <br />be 4:1 at the present time, especially the south edge of the pond. The topsoil stockpile is within close <br />proximity to this edge and is a sufficient amount to re -grade the southern edge of the pond to a 3:1 slope. No <br />equipment was at the site. <br />At the time of the inspection Tamarisk and Russian Olive trees are fairly substantial in population. This is cited <br />as a problem at the end of this report. A Technical Revision is required for implementing a weed control and <br />management plan. The Tamarisk and Russian Olive population will need to be sprayed and uprooted with <br />heavy equipment. The operator will need to keep in mind that the site will not be released until the desired <br />vegetation has been established at the site. <br />Also, there was a pier and a blind hunting type shack observed in the pond and on the shore of the pond. <br />According to Mr. Thomeczek, the landowner constructed these two structures. These structures are not <br />included in the reclamation plan. This is cited as a problem at the end of this report. Given that these <br />structures will most likely remain on the site after the reclamation permit is released, it will need to be <br />included in the current reclamation plan through a Technical Revision. For the Technical Revision, please <br />submit the following material: <br />1.) A cover letter requesting for the pier and hunting blind to be included in the current reclamation plan. <br />Within the letter, please describe these features. <br />2.) A notarized letter from the landowner stating that they approve leaving the pier and hunting blind in place. <br />3.) A new reclamation plan map that depicts the location of the pier and hunting blind within the permit area. <br />4.) Technical Revision fee of $216.00. <br />The $216.00 Technical Revision fill address both the Weed Control and Management Plan and the Reclamation <br />Plan. <br />Page 3 of 6 <br />
