THE COTTER CORPORATION SCHWARTZWALDER MINE RML CO- 369 -03 <br />RADIOLOGICAL HEALTH & SAFETY PROCEDURES <br />PROCEDURE NO. 1 -10 Revision No. 7 Replaces Procedure: 1 -10 <br />Page: 1 of 12 Revision Date: 07/19/10 Dated: 02/21/03 <br />1.0 Purpose <br />Preface <br />SURFACE FACILITY EMERGENCY RESPONSE PLAN <br />To detail the procedures, equipment, and training program utilized at the Schwartzwalder Mine <br />licensed facilities for responses to emergency situations during facility operations or material <br />transport on the main access road to the mine site. This plan was developed in conformance with <br />the conditions of RML CO- 369 -03. <br />2.0 Emergency Response Procedures <br />These procedures have been developed for use during any response to an emergency situation at the <br />Schwartzwalder Mine site surface facilities. An emergency situation can include, but is not limited to: <br />spills of hazardous materials, fires, accidents involving personnel and / or material transport, or any <br />combination of the above. <br />The emergency RESPONSE PROCEDURES in text form are found in SECTION I of this RHS <br />procedure. A copy of the initial site emergency response procedures are attached as Appendix 1 -10A <br />to this RHS procedure. <br />These procedures are not to be used for responding to alarms associated with routine operational <br />problems that occur within the site systems. Examples of routine problems include, but are not limited <br />to, equipment breakdowns and wastewater treatment system process alarms. <br />3.0 Emergency Response Equipment <br />The list of available EQUIPMENT FOR RESPONSE operations is included as SECTION II of this RHS <br />procedure. <br />4.0 Emergency Response Training Program <br />The TRAINING PROGRAM for personnel who may be involved in an emergency situation at the <br />Schwartzwalder Mine is included as SECTION III of this RHS procedure. <br />SECTION I:SURFACE FACILITY EMERGENCY RESPONSE PROCEDURES <br />These procedures have been developed for use by Cotter Corporation (Cotter) personnel during any <br />response to an emergency situation at the Schwartzwalder Mine site surface facilities. An emergency <br />situation can include, but is not limited to, spills of hazardous materials (HazMat), fires, accidents involving <br />personnel and/or material transport, or any combination of the above. Note that all Cotter personnel located <br />on the surface during an emergency situation are required to respond to the emergency. <br />
