February 22, 2012 C- 1996- 084 /Lorencito Canyon Mine JHB
Culverts are numbered for this inspection as culverts encountered east to west along the access road.
Culverts: Culvert 1- (ditch D97 to Ditch D98) Both inlet and outlet are slightly crushed. NECC needs to open
both inlet and outlet of this culvert
Culvert 2 -(36 inch culvert). This culvert appears to have a minimum of 1 foot of material over the culvert. A
portion of the culvert has been pushed down in the center. Flow does not appear impeded currently, but this
culvert needs to be opened up to assure adequate flow volume is maintained. Outlet side of this culvert requires
clean out of sediment.
Culvert 3 -(48" concrete culvert) Outlet end of this culvert is approximately 1/3 full of sediment. Clean out of this
material is advised.
Culvert 4- (24" dia.) This culvert has been cleaned out. Grading of the road has reduced the cover over this
culvert to 1 foot or less. NECC must assure that adequate cover is maintained over the culvert.
Culvert 5 Inlet of this culvert is fine. Outlet requires sediment clean out.
five culverts under Pond 5 access road are all clear and functional.
OTHER (SPECIFY):
ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and
Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7):
The mine access road is also used by landowners as a ranch access road, and as a gas well access road. A third
party grades the road. The hole in the road identified in the January 2012 inspection report has been repaired. The
access road has been maintained in good condition. NECC needs to assure that traffic remains on the approved
access road and does not short-cut across reclaimed areas.
REVEGETATION — Rule 4.15 Vegetative Cover; Timing:
The vegetation throughout the mine sit remains mostly donnant. Crowns of some of the cool- season grasses are
showing some greening up due to moisture from recent precipitation events. Slopes exhibiting very thin
vegetation establishment and resulting rilling need to be evaluated for rill repair, surface roughening and repaired
area seeding prior to this growing season. NECC is advised to maximize seasonal precipitation patterns.
DOCUMENTS RECEIVED None
OTHER (SPECIFY)
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 2
Page 4 of 8
