To the best of my knowledge, based upon my professional expertise and to
• the extent possible, this haul road at the Seneca II-W Mine was
constructed with prudent state~f-the-art earthen construction. Further,
the structure was constructed in ccu[g~liance with the approved design, to
the extent possible, as specified in Tab 13 of the approved permit.
Drainage wntrol is provided by culvert and ditches and are listed in
Tables 1 and 2.
The as-built haul road location, and the horizontal and vertical alignment
are shown on F]dribit 13-12.4. The road width is adequate for the
anticipated volume of traffic.
Density tests were taken to ensure proper compaction on all fill areas.
All fill was placid in accordance with specifications found in Tab 13 of
the approved permit. The road structure appears to be stable, evidencing
no indications of cracks, deep rutting, settlement, or slope instability.
F7cisting side cut slopes are 1.5H:1V or flatter. Cut slope stability is
not a problem at this time since no existing cut slopes were steeped. The
• fill slopes are mostly 2H:1V and were reconstructed according to the
approved abatement plan for NOV C-90-018.
The as-built drawings will replace the design drawings.
To the best of my knowledge aryl belief, field adjustments made during the
construction of the structure are in conformance with the Rules and
Regulations and the intent of the approved designed plans and
specifications as approved by the Colorado Mined Land Reclamation
Division.
SEP 1 ~ lyyl
Date

Revised 09/13/91
~~~~~
