• INTROCUCTION <br />The Tie-Across Haul Road (TAHR) was designed and constructed during 1989 <br />in preparation for coal haulage in 1990 from the Seneca II-W Mine area. <br />All salvageable topsoil was removed from the disturbance area and <br />stockpiled. Tables 1 and 2 contain the as-built culvert and ditch design <br />summaries, respectively. The as-built calculations are contained in <br />Addendum 1 and 2. This certification covers approximately 21,200 feet <br />(4.02 miles) of the TAHR. <br />CONSTRUCTION SUMMARY <br />In accordance with Rule 4, Part 4.03.1(1)(d) of the Rules and Regulations <br />of the Colorado Mined Land Reclamation Board pursuant to the Colorado <br />Surface Coal Mining Reclamation Act 34-33-101 et. seq., I, Ronald J. <br />Gehrke, hereby certify that the construction of the Tie-Across Haul Road <br />' was inspected by myself. I, Ronald J. Gehrke, am a 1977 graduate in civil <br />engineering and I have been a Registered Professional Engineer in Colorado <br />since November 22, 1982. I visited the site on numerous occasions during <br />• the construction period. <br />On May 11, 1989, I visited the construction site and observed topsoil <br />removal for the TAHR and placement of fill material according to the <br />approved design and specifications. <br />I visited the construction site again on June 21, 1989, August 8, 1989', <br />and September 20 and 21, 1989 and observed placement of culverts and fill <br />material. These activities were conducted in accordance with the prudent <br />state-of-the-art earthen construction. On November 7, 1989 I inspected <br />the TAHR and construction was completed except for some additional subbase <br />material and the surface material to be placed. I inspected the TAHR on <br />March 26 and 27, 1990 to check the drainage control and horizontal and <br />vertical alignment. <br /> The purpose of my inspections and certification was to ensure proper <br /> construction of the TAHR and to satisfy the requirements of Rule <br />• 4.03.1(1)(d) of the Colorado Mined Land Reclamation Division. <br />Revised 09/18/90 <br />
