Page 2
Please find enclosed herewith a packet entitled "Guide to Citizen Participation in the 112 Reclamation
Permit Application Process for Construction Material and Hard Rock/Metal Mining Operations." It
explains the authority and role of the Division and Board, the objection process, and the responsibilities
of an objector. Please note that there is a "Party Status Withdrawal Form" on page 12 of the packet,
which would be used by an objector to withdraw their objection(s), if, for example, the objector feels that
the issues being objected to have been resolved through the amendment application process.
The Division will issue its recommendations to the Board on the Amendments prior to the Pre- hearing
Conference. Copies of the Division's recommendation and rationale will be forwarded to all parties and
interested persons. Please note that including the two 110d permits in the Pre- hearing Conferences is
discretionary, but the Division has chosen to include them as a matter of convenience to the parties in this
matter due to the overlapping issues involved.
If there are further questions, please contact me at 970 - 247 -5193.
Encl.
Cc(w /o encl): Steve Shuey, DRMS Grand Junction
Steven Nagy, Office of the Attorney General
Sandra Brown, DRMS Denver
(c: \12 -01 docs\Denison \Sunday PHC Notice /rco)
