OBSERVATIONS <br />PERMIT #: M- 1991 -069 <br />INSPECTOR'S INITIALS: SJR <br />INSPECTION DATE: February 21, 2012 <br />This was a normal monitoring inspection of the Heintges; DRMS File No. M- 1991 -069, operated by Kit Carson <br />County. This site is located 12 miles north of Arapahoe, Colorado, in Cheyenne County. I, Stephanie Reigh of <br />the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mr. Walt Insenbart of Kit <br />Carson County accompanied me on the inspection. <br />This is a 110c mining operation with a 9.9 acre permit area. The Operator began the operation on the north <br />side of the site and has excavated to the south. The permit identification sign was adequate. The permit <br />boundary markers are missing and is noted as a problem at this time. The inspection report will outline how <br />to resolve this problem. <br />The topsoil stock pile appears to be stable and vegetated in addition to some annual weeds. There was no <br />equipment at the site. Kit Carson County is in compliance with the mining plan as well. <br />All other activities and completed work at the time of inspection appeared to follow the guidelines and <br />regulations set forth by the state and in the mining and reclamation plans for the pit. <br />Page 2 of 4 <br />
