I TRAPPER MINEI
February 22, 2012
Dear Mr. Ebert:
PO Box 187
TRAPPER GIININA INC.
Mr. Jared Ebert
Environmental Protection Specialist
Colorado Division of Reclamation, Mining & Safety
1313 Sherman Street, Room 215
Denver, CO 80203
Re: Trapper Mining Inc., Permit No. C -81 -010
Phase III Bond Release Application SL -13 Adequacy Comments
-1
via 2J 70
' aH On,
Mnin9 an
Enclosed please find revised application materials for SL -13 Phase III bond release for reclaimed
Trapper Mine rangelands.
Revisions to the SL -13 Phase III bond release were required due to adequacy comments
addressed by the Division in a letters dated December 6, 2011 and January 18, 2012. The first
adequacy comments requested that Parcel D -C -99 be removed from the application because of
reclamation block delineation parameters established in the Trapper Mining Inc Permit. Within
the permit section 4.4.1.5, Bond Release Area Delineation, it states that range site C reclamation
parcels would be not be combined with other range site parcels and would be comprised solely of
range site C parcels. Due to the small size of parcel D -C -99 and its logical inclusion with the
larger adjoining A/B Parcels along with similar post- mining land use, it was desirable to include
this area in the block delineation. Minor Revision 219 was subsequently submitted to the
Division and approved to allow small isolated range site C parcels to be included within larger
bond release blocks as appropriate. Therefore parcel D -C -99 will remain within the Phase III
bond release application.
The second adequacy comment addressed in January is in regard to parcel F- AB -01. A portion,
(21.0 acres), of this parcel was seeded in the spring of 2002, pursuant to Division regulations;
this portion of the parcel was not eligible for Phase III bond release at this time. Trapper will
remove the entire parcel, (39.6 acres), from the application. Dividing the parcel into two sub
parcels in different states of bond release would be problematic.
An additional issue addressed with these adequacy comments was the request to establish a
corridor to the Oak Gulch sediment ponds. In order to access these ponds, the road crosses
parcel A -B -00. During the bond release inspection in August of 2011, Division and OSM
inspectors noted the disturbance incurred by pond cleaning access to Oak ponds and the need for
an access corridor. An additional 1.7 acres were removed from this parcel and the application
for the corridor.
Craig, Colorado 81626 (970) 824 -4401
