RECLAMATION PLAN EXHIBIT E (CONT) <br />seeding an area that will just be disturbed later, the applicant <br />suggests a two -tier revegetation plan that is triggered if the <br />reservoir owner plans to start development of a reservoir cell <br />within 6 months of final resoiling. <br />1) If the reservoir owner plans to start reservoir development <br />within 6 months of final resoiling no grass will be planted. <br />Reclamation will be considered complete if a notarized <br />release letter from the owner is filed with the Division. <br />2) If the reservoir owner does not start reservoir development <br />within 6 months of final resoiling the area will be planted. <br />However, if at anytime after planting is complete but before <br />final release is granted, the owner decides to begin devel- <br />opment, then reclamation will be considered complete if a <br />notarized release letter from the owner is filed with the <br />Division. <br />The Hill /Oakley and Fort Lupton East Phases have reached <br />this point. City of Aurora has agreed that significant reclama- <br />tion has been met under the contract but L.G. Everist, Inc. has <br />not received a notice that they plan to begin final development. <br />Under this proposed plan, L.G. Everist will seed the above -water <br />level areas by mid - summer, unless City of Aurora provides them <br />the notarized notice, in which case no seeding will be done. <br />The following seed mix will replace the three currently <br />approved. It is more cost - effective to use one seed mix for the <br />entire area. This mix will place approximately 41.2 seeds per <br />pound per sq -ft as prescribed by the NRCS planting guidelines. <br />PROPOSED SEED MIX <br />Species Lbs. Approximately <br />31% of the area in the permit will not be disturbed by mining, <br />either because it is setbacks around well facilities, gaslines <br />ROW's, along the ditches or areas too small to mine that will be <br />kept in their natural state. <br />As mining progresses, the perimeter slopes will be back - <br />filled and graded at or near 3h to lv as discussed in the MINING <br />PLAN. This will insure that when mining ceases only a minor <br />amount of work will have to be done to finish reclamation in the <br />disturbed area. The placement of the soil stockpiles around the <br />setback /perimeter of the mined area or replacing soil on a fin- <br />ished slope as it is removed from the next area is designed to <br />minimize the effect of mid -plan stoppage.
