/ ZOO - 02 S
Cazier, Tim r. 4 L-O (r Y - gM k« RE 1104/11 C✓-ee4S
From: --p Cazier, Tim
Sent: Wednesday, February 22, 2012 4:57 PM
To: 'Ray Moores'; Kaldenbach, Tom
Cc: Susan Wyman; Mike Evers; Rod Grebb; Patrick Siglin
Subject: RE: February 21, 2011 meeting with Black Range Minerals
Categories: TO: --
Ray,
We are pleased that you and the Black Range team are keeping us well informed as to the
direction and options being considered for the potential mine operation.
First, some clarification is likely in order. One of the questions pending at the end of
yesterday's meeting was whether or not a modification to the NOI (P- 2009 - 025 /Hansen Project)
would be required for the proposed monitoring wells. Pursuant to Rule 5.5.1, "All lands
affected by drilling must be reclaimed... ". As such, we've determined the monitoring wells
need to be included in the NOI. I checked the NOI application approved in 2009. This
application does include an NOI permit boundary. The proposed MW -U well is outside the
boundary as it appears to be in Section 17. With respect to the proposed MW -DG, there is a
discrepancy between the map Susan showed us yesterday and the NOI Permit boundary map. The
permit boundary map includes more of Section 26 (a corridor along Middle Tallahassee Creek
all the way to Section 25). So, we believe it to be included within the NOI permit boundary.
As the proposed monitoring wells are new and at least one is outside the boundary, we will
require a permit modification for the wells. The modification will need to be submitted on
the same form as the original NOI. I will provide some guidance on the specifics for that in
a separate email.
Second, we have discussed what to do with the purge water. Our preferred option would be to
evaporate it in something akin to a stock tank.
Lastly, the best example for a DMO application is from the CC &V Mine. It is a 1980 permit,
but each time they submit an amendment, it is essentially a standalone permit application.
The last amendment was submitted in 2008. In our web based system you'll need to enter the
permit number: m1980244; select "Revision" for the IBM Index Class Name; and enter "AM09" in
the "Type & Sequence" box; then click "Search ". You should get 641 entries. Sort them by
date and look at the "Doc Name" for specific topics. We don't have too many newer DMOs, but
I am still looking for a good example for a smaller application - stay tuned.
If you have any questions, please give me a call.
Tim Cazier, P.E.
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
ph: 303 - 866 -3567 x8169
fax: 303 - 832 -8106
tim.cazier(Jstate.co.us
Original Message
From: Ray Moores Finailto :rmooresPwwcengineering.coml
Sent: Tuesday, February 21, 2012 6:13 PM
1
