This inspection occurred as part of the Division's routine monitoring program of permitted operations. The <br />inspection was previously scheduled with the Costilla County Land Use Administrator, Mr. Mather Valdez. <br />However, on the inspection day Mr. Valdez could not participate due to other work related obligations. Thi <br />report is accompanied by 3 photographs. <br />The 8.35 -acre permit area is located within a fenced enclosure of approximately 8.7 acres area. The <br />excavation activity appears near completion with minimal mining reserves remaining at the southwest corn - r. <br />Pit walls have been graded to final configuration for all pit slopes with the exception of the active working f: ce <br />located at the southwest corner. Numerous truck loads of overburden type materials have been end -dum •ed <br />throughout the northern portions of the pit floor resulting in an extremely rough and irregular surface. The <br />vegetative cover for the portions of the pit floor covered by the end - dumped materials included a variety <br />grasses and scrubs. The combination of rough and irregular surface with the establishing vegetative cover <br />should provide outstanding wildlife habitat. The approved post- mining land use is rangeland and wildlife <br />habitat. <br />No water was observed within the pit. Therefore, the excavation appears to be above the water table and i. <br />not exposing ground water. As shown in the photos, end - dumped materials included old asphalt. The asphalt <br />appeared well cured, inert, and if placed above the water table appears to have no potential for release of <br />pollutants to ground water (Rule 3.1.5(11) and C.R.S. 34- 32.5- 116(4)(d)). <br />Minor debris from dismantled structures was observed.
