Enclosed please find Technical Revision #020 (TR -20) to the Climax Mine Reclamation Permit (M -77 -493)
that describes the design, stability, and operations and monitoring for the Tenmile Tailing Storage Facility
(TSF). TR -20 is intended to satisfy DRMS regulatory requirements with regards to DRMS Rule 6. 5 and
Rule 7.3, and provides additional information on the Tenmile TSF as discussed in the March 1, 2011 letter
from Climax to DRMS responding to the November 10, 2010 AM -06 adequacy determination letter as well as
the December 15, 2011 Climax response to the September 9, 2011 DRMS adequacy review letter for TR -18.
The Tenmile TSF Operations and Maintenance Manual will be incorporated in the Environmental Protection
Plan (EPP) by reference.
Technical Revision #020 consists of two documents enclosed with this letter:

Enclosed are hard and electronic copies of the two TR -20 documents and the $1,006.00 fee applicable to a
1 12d operation. Specific DRMS comments in the November 10, 2010 DRMS adequacy determination letter
for AM -06 addressed by TR -20 are as follows:
Exhibit U /Section (10) Comment 2: Have the specifications /processes for the increase in dam height for the
Mayflower and Tenmile Dams been certified by a licensed professional engineer? If so, have these designs
been reviewed and approved by a qualified independent third party?
Response: Design and operating elements for the Tenmile TSF have been reviewed and certified by a third
party consultant/P.E. (URS Corporation).
Exhibit U /Section (16) Comment: Describe QA /QC program and measures to be employed during
construction of EPFs - What QA /QC processes are in place to ensure that the TSF damns and OSF are
constructed and maintained according to specifications? See also stability monitoring comment, for Rule
6.5(4).
Response: QA /QC processes for the Tenmile TSF are incorporated into the operating, maintenance and
monitoring text and procedures of the attached Operations and Maintenance (O &M) Manual.
