TR -20 is intended to satisfy DRMS regulatory requirements with regards to DRMS Rule 6. 5 and <br />Rule 7.3, and provides additional information on the Tenmile TSF as discussed in the March 1, 2011 letter <br />from Climax to DRMS responding to the November 10, 2010 AM -06 adequacy determination letter as well as <br />the December 15, 2011 Climax response to the September 9, 2011 DRMS adequacy review letter for TR -18. <br />The Tenmile TSF Operations and Maintenance Manual will be incorporated in the Environmental Protection <br />Plan (EPP) by reference. <br />Technical Revision #020 consists of two documents enclosed with this letter: <br />• Operations and Maintenance Manual - Tenmile Tailing Storage Facility and 3 Dam <br />• Tenmile Tailing Storage Facility 3 Dam Seepage and Stability Analyses <br />Climax Mine <br />Hwy 91 Freemont Pass <br />Climax, CO 80429 <br />Phone (719) 486 -2150 <br />Fax (719) 486 -2251 <br />Enclosed are hard and electronic copies of the two TR -20 documents and the $1,006.00 fee applicable to a <br />1 12d operation. Specific DRMS comments in the November 10, 2010 DRMS adequacy determination letter <br />for AM -06 addressed by TR -20 are as follows: <br />Exhibit U /Section (10) Comment 2: Have the specifications /processes for the increase in dam height for the <br />Mayflower and Tenmile Dams been certified by a licensed professional engineer? If so, have these designs <br />been reviewed and approved by a qualified independent third party? <br />Response: Design and operating elements for the Tenmile TSF have been reviewed and certified by a third <br />party consultant/P.E. (URS Corporation). <br />Exhibit U /Section (16) Comment: Describe QA /QC program and measures to be employed during <br />construction of EPFs - What QA /QC processes are in place to ensure that the TSF damns and OSF are <br />constructed and maintained according to specifications?
