OBSERVATIONS <br />PERMIT #: M -1994 -027 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: February 10, 2012 <br />The Longmont Operation site, File No. M- 1994 -027, was inspected by Peter Hays with the Division of <br />Reclamation, Mining and Safety (Division) as part of the Division's monitoring inspection program. Mrs. <br />Connie Davis with Aggregate Industries was present during the inspection. The site was previously inspected <br />by the Division on November 11, 2008. <br />Financial Warranty: <br />The Division currently holds a reclamation bond in the amount of $350,775, which is adequate to reclaim the <br />site based on the current disturbance. The financial warranty may need to be increased in the future to <br />comply with the Division's April 30, 2010 letter regarding mining operations with exposed groundwater. The <br />Operator will need to comply with the requirements of the letter prior to exposing groundwater. <br />Hydrologic Balance: <br />Mrs. Davis stated monitoring wells have been installed along the west side of the existing open water lake <br />located adjacent to the site and groundwater data is being collected. The Operator has filed a final <br />augmentation plan, 08CW203, in Water Court for the site. <br />Mine Plan: <br />The site is permitted for 213.6 acres of total disturbance. The site is undisturbed. No mining activity has <br />occurred at the site. The 2012 annual report submitted by Aggregate Industries states mining will begin in <br />2012. Mrs. Davis stated mining at the site will be delayed until 2013 at the earliest. Mrs. Davis was reminded <br />of the permit stipulation to obtain a well permit from the Office of the State Engineer before beginning mining <br />operations. <br />The approved mining plan for the site is for material processing to occur in the southeast corner of the site. <br />Aggregate Industries is currently planning to process material from the site at the adjacent Longmont Distel <br />Operation site. The two sites will be connected by a conveyor line, which will cross Boulder Creek. This <br />change in the mining plan will require a technical revision, per Rule 1.9, to be submitted by the Operator to <br />update the mining plan. <br />No problems were noted during the inspection.
