stable seedbed surface (Foidel), and/or only the "A" horizon is salvageable (Binco, <br />Buckskin, Bulkley, Cochetopa, Lymanson Variant, Routt, Teton, and Cochetopa Variant) <br />due to excessive clay in lower horizons. <br />A thin veneer of suitable topsoil will be recovered from map Units 35C, 35D, 35E, and <br />V46D. The surface layer should have sufficient organic matter and roots to alleviate <br />consistency, structure, and compaction problems during topsoil handling. The surface 6- <br />inches of topsoil from Map Units 101, 103, and S103 will be salvaged provided the <br />salvaged topsoil is suitable (i.e., see Tab 9, Table 9 -2), the rock fragment content is less <br />than 35 percent, and equipment can be operated safely. No topsoil is available to be <br />salvaged from the rock outcrop portion of Map Unit 101. Peabody will obtain a variance <br />pursuant to Rule 4.06.2(2) whenever suitable topsoil cannot be salvaged from any map <br />unit because of equipment limitations or operator safety concerns. <br />Topsoil Storage. When the direct haul of topsoil is not feasible, the topsoil will be stored <br />in approved stockpiles (see Operations Plan, Exhibit 12 -2 and 12 -3). The topsoil stockpile <br />inventory presented in Table 21 -3 and also in the Annual Reclamation reports. <br />Stockpiling of topsoil will be required for topsoil removal in the initial box cut, haul road, <br />spoil stockpile areas, sediment pond, office and shop area, explosive storage area, and <br />final pit/highwall reduction areas. Topsoil stockpiles will be located in areas where they <br />will not be disturbed or contaminated by the ongoing mining operation and where the <br />stored topsoil will not be lost to wind erosion or surface runoff. When a topsoil stockpile <br />is placed, it will not be moved until soil is needed for distribution on graded areas. <br />Stockpile locations were also evaluated and selected to minimize scraper travel distance, <br />to reduce equipment cost, and to increase efficiency. <br />All topsoil stockpiles will be clearly distinguished and identified by approved signs. Mine <br />personnel are instructed that topsoil stockpiles are not to be disturbed or contaminated. <br />The signs serve as continuing reminders to personnel that stockpile areas are to be <br />preserved and undisturbed. <br />PR -06 25 Revised 07/11 <br />
