Introduction <br />This chapter contains a description of the various structures to be used in connection with or to facilitate the <br />surface coal mining and reclamation activities at the Seneca II-W Mine area described in the Coal Resource <br />Recovery, Tab 12. It is important to remember that the Seneca II-W Mine is an existing mine which requires <br />various support facilities (see Exhibits 12-2, Operations Ptan and 13-1, Facilities .Map}. The existing <br />facilities have been previously approvetl by CDMG in issuing permits for mining in the Seneca II-W Mine <br />area. <br />Construction of the original facilities at the Seneca II-W Mine began prior to Peabody Coal Company's, the <br />corporate processor to Seneca Coa! Company (SCC), start-up of the mine in 1990. The existing facilities <br />were constructed or modified in 1990 to support the mining operations and comply with the applicable rules <br />and regulations. Facilities in the upper block were constructed by July 1992. Facilities in the II-W South <br />area were constructed as mining progressed into the South Area beginning in 1998. The following <br />describes the mine support facilities and structures at the Seneca !I-W Mine. <br />Sediment and Water Control Facilities Plan <br />SCC utilizes various types of structures to control the runoff from disturbed areas within the permit <br />boundaries at the Seneca II-W Mine. In addition, surface mining activities will be designed and conducted to <br />minimize disturbance in both the mine plan and adjacent areas in order to prevent long-term adverse <br />changes in the hydrologic balance. <br />Sediment control measures will include proper utilization of mining and reclamation methods and sediment <br />control practices singly or in combination. Sediment control methods may include, but not be limited to the <br />following: <br />1. Disturbing the smallest practicable area at any one time during the mining and construction <br />operation; <br />2. Siabilizing graded material to promote a reduction in the rate antl volume of runoff; <br />3. Retaining sediment within disturbed areas; <br />4. Diverting runoff away from disfurbed areas including stockpiles, backslopes, and material <br />storage; <br />5. Diverting runoff through disturbed areas using stabilized earth channels, culverts or pipes so as <br />to prevent, to the extent possible, additional contributions of sediment to streamflow or to runoff <br />outside fhe permit area; <br />6. Using temporary, secondary sediment control measures such as straw dikes, silt fences, small <br />V-ditches, riprap, mulches, check dams, vegetative sediment filters, temporary cover crops, <br />sediment traps, and other measures that will reduce overland flow velocity, reduce runoff <br />volume, or trap sediment.
