I was able to download the document you referenced and review it. <br />It appears to me that you are pulling pieces from different designs that have not been used in one design application <br />together. A spillway is a hydraulic system and each element of the design needs to function in conjunction with the <br />other elements to minimize the potential for failure. The "earth plug" from the Pennsylvania Dept. of Environment is <br />intended to eliminate the need for a cut off wall in the riprap lined spillway, not cover the filter fabric. The earth plug <br />needs to be a minimum of five feet long, but the detail indicates the riprap -lined portion is at least 90 % of the level <br />section of the spillway. The Golder design was a preliminary design /not for construction /for discussion purposes only <br />letter. There is no way to discern if what was proposed was in fact approved and /or built. In addition, the proposed <br />Golder spillway slopes do not exceed 30 %, the proposed J Bird spillways are 33.33%. <br />The Division recommends that in order to avoid additional time for review and increased costs to the operator for <br />special designs, conventional spillway designs be proposed in future revisions. <br />Thank you.
