United Companies of Mesa County contacted <br />the U.S.A.C.O.E. last spring for clarification regarding the rules and regulations of working in the river. <br />Following the rules and regulations, United Companies attempted to armor the berm prior to high water <br />using rip rap material at strategic locations on the berm. High runoff for an extended period of time <br />during the 2011 runoff season resulted in the failure of the berm and extensive erosion of the upstream <br />and downstream river banks. The former Chambers Pond is now part of the river. <br />The immediate concern of United Companies, the land owners (including adjacent land owners), and the <br />City of Rifle is further river bank erosion and the loss of additional material into the river during <br />subsequent high water flow peouds. Therefore, United Companies proposes to attempt to stabilize the <br />river banks in the area immediately above and below the former Chamber Pond and rehabilitate the <br />river channel to improve the hydraulic efficiency of the river in the immediate area. These proposed <br />improvements will attempt to stabilize the river bank and minimize the impact on the upstream and <br />downstream landowners. <br />This Work Plan will follow river morphology design practices and river stabilization structures <br />established by Dave Row,en and accepted by the U.S.A.C.O.E at numerous sites across the United States. <br />Since the actions under a General Permit 96 -07 must be completed in six months, unless an extension is <br />
