TAB 5
CULTURAL RESOURCES
Introduction
Tab 5, Cultural Resources contains the reports and findings of cultural resource investigations
at the Seneca II-W Mine. Several distinct investigations have occurred which span a period of
some eleven years. A brief chronological summary of the investigations follows. The individual
reports may be found in the accompanying addenda (see Tab 5, Table of Contentsl.
The original investigation of the Seneca II-W coal lease was conducted by Western Cultural
Resource Management, Inc. (WCRM) in 1979. This investigation included approximately 4,000
acres of study area {see Addendum 1, Figure 5-2, Paga 5-331 plus approximately 300 acres of
haul road corridor (see Addendum 2, Figure 5-A-2, Page 5A-91. The original study area
included both the Seneca II-W and the II-W South area. Subsequent to this survey, Peabody
revised [he proposed permit area [o include only the Seneca II-W area, thereby reducing the
mining area to 1,366.9 acres and the haul road area to 120.9 acres.
The investigation of the approximately 4,000-acre study area resulted in the identification of
nine sites and five isolated finds within the study area and an additional site outside the study
area (Addendum 11. Six sites and three isolated finds occurred within the revised Seneca II-W
permit area. No sites within or adjacent to the study area were determined to be on or eligible
for the National Register of Historic Places INRHPI, although WCRM suggested that Site
5RT120 la rock art site) may be eligible. However, this site is located outside the permit area
as proposed at that time, and thus would not be disturbed. WCRM further suggested that Site
5RT132 la possible campsite) should be tested to determine its eligibility to the NRHP and
recommended avoidance. Site 5RT132 is situated within the permit area, but outside
disturbance areas. Peabody proposed [o ensure protection of Site 5RT132 by posting
"Disturbance Boundary" signs around the site, and proposed no further mitigation activities
since no impacts were anticipated as a result of mining and associated activities.
The investigation in the approximately 300-acre haul road corridor study area resulted in the
identification of three isolated finds (Addendum 21• Since no significant cultural resources
were discovered, WCRM recommended archaeological clearance.
`I
1 Revised 9/98
