TAB 1 <br />SENECA II -W MINE PERMIT SUMMARY <br />Seneca Coal Company (SCC) has operated the Seneca I and II Mines since 1968, <br />both of which are in Routt County east of Hayden, Colorado. The Seneca 11 -W <br />Mine is located approximately seven miles south of Hayden and seven miles almost <br />due west of the Seneca II Mine. Like Seneca II, coal from II -W is hauled over <br />county and private roadways by private hauler to the Hayden Station Power Plant <br />operated by Xcel Energy, Pacificorp, and Salt River Agricultural Improvement and <br />Power District. Haulage distance is approximately ten miles each way. <br />Since the initial land acquisitions began back in 1973 for Seneca II -W, Peabody <br />Coal Company underwent a number of mine plan changes. State and Federal <br />mining regulations have changed a number of times over the years and with each <br />change a new mining and reclamation plan had to be submitted. <br />Peabody Coal Company, as Seneca Coal Company's predecessor, prepared and <br />submitted the first mining and reclamation plan for Seneca II -W Mine to the United <br />States Geological Survey (USGS), now known as Minerals Management, in March <br />1974. Even before approval was obtained, Peabody Coal Company was notified that <br />Seneca II -W was to be included in the Northwest Colorado Regional Impact <br />Statement. Consultants were retained at this point to conduct the whole array of <br />environmental studies that would be needed in support of the impact statement. The <br />impact statement covered all coal properties, whether private, State, or Federal <br />which were to be mined in the near future. <br />Peabody Coal Company submitted and was subsequently given approval from the <br />Bureau of Land Management (BLM) to sub -lease Federal Coal Leases C- 081251 <br />and C- 081258 from Freeman United Coal Mining Company in December, 1975. <br />The Final Northwest Colorado Environmental Impact Report was published in <br />February, 1977, Prior to this approval, additional Federal regulations were <br />promulgated (30 CFR 211) that required every coal operator holding a Federal lease <br />to submit a mining and reclamation plan for those mines.
