PERMIT #: M -1980 -022 <br />INSPECTOR'S INITIALS: THM <br />INSPECTION DATE: February 25, 2012 <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division <br />of Reclamation, Mining and Safety (Division). The Preston Pit is located 1 mile southwest of Grand Junction, <br />Colorado off of Dike Road. The site is a 112c operation that is currently active. Brent Kerr representing <br />Oldcastle SW d.b.a. United Companies of Mesa County accompanied the inspector during the inspection. <br />The pit was active during the inspection. A stockpile of pit run was observed near the northern shore of the <br />lake. A few shop buildings along with the modular home that is now a full time residence was observed within <br />the permit area. According to the previous inspection conducted March 16, 2006 a technical revision to revise <br />the final reclamation to include the permanent residence into the final configuration of the property was <br />requested. The technical revision has not been submitted to date. This is seen as a problem and the operator <br />must submit a technical revision that addresses the change no later than March 9, 2012 to avoid possible <br />enforcement action. The technical revision must include documentation that the building is in compliance with <br />local zoning and building codes. Also the revision must include a revised reclamation map that shows the <br />extent of the proposed residential area within the permit area. If the area is a large percentage of the total permit <br />area proposed for residential, an amendment, rather than a technical revision may be required to process the <br />permanent change. <br />In an effort to ensure that the financial warranty remains adequate to reclaim the site per the requirements of the <br />approved reclamation plan, DRMS has updated the reclamation cost estimate (copy enclosed). Therefore <br />pursuant to Sections 34- 32.5- 117(4) of the Colorado Land Reclamation Act, adequate financial warranty must <br />be submitted to the DRMS within 60 days of the mailing date of this report. Please review the enclosed figures <br />as soon as possible and contact our office if any calculation errors are noted. <br />A noxious and /or problematic weed infestation was observed within the affected area (Tamarisk, Russian olive <br />and Knapweed). The infestation, if not controlled, will most likely hinder and /or delay successful reclamation <br />of this site and contribute to off -site spreading and establishment of these weeds. The approved weed control <br />plan is either not being implemented or is not effective in its current application. Please indicate what measures <br />will be taken to improve weed control and, if appropriate, submit a technical revision to incorporate these <br />measures into the permit.
