HLR's comments included the <br />following issues and concerns: <br />1. Lack of consideration of their permitted grazing use and rights, <br />2. Impacts to cattle and wildlife from lack of proposed fencing of sediment ponds, <br />3. Direct impacts to their historic irrigation ditch, <br />4. Proximity of the proposed sediment pond to East Salt Creek, <br />5. Proximity of the coal refuse pile to East Salt Creek <br />My staff has identified and screened potential alternative locations for the waste rock pile that would <br />substantially reduce resource conflicts on public land.
