E.L TffN AND <br />Mr. Alex Schatz <br />Banks and Gesso <br />720 Kipling Street, Suite 117 <br />Lakewood, CO 80215 <br />Dear Alex: <br />Background <br />December 12, 2008 <br />Re: Debeque Mine <br />Mill Street Capital <br />Project Number: 750.2 <br />This letter presents the results of a ground water modeling study conducted on <br />behalf of Mill Street Capital for the proposed sand and gravel pits located within Section <br />9, Township 9 South, Range 97 West of Prime Meridian 6 in Mesa County, Colorado. <br />The sand and gravel mine is known as the Debeque Sand and Gravel Resource and is <br />referred to as the "Debeque Mine" in this report. <br />This work has been carried out pursuant to our agreement dated November 21, <br />2008. The purpose of this study was to develop estimates of drawdown within the <br />alluvial aquifer that might occur when the Debeque Mine is dewatered for mining and <br />potential impacts on nearby wells. As there are numerous wells in the vicinity of the <br />proposed pits, the proposed dewatering may result in impacts to the wells during the <br />mining of the site. <br />Debeque Gravel Pit, LLC is planning to mine three gravel pits that are located <br />approximately 1000 feet east of the Colorado River in Mesa County, Colorado. The site <br />is located approximately 3 miles south of the town of De Beque and lies directly west of <br />I -70. The town of De Beque is spelled as such while the Debeque mine is spelled <br />differently. Figure 1, the Debeque Mine Vicinity Map, presents the location of the <br />Debeque Mine overlaid on a topographic map of the area. <br />It is our understanding that the sites will be mined in three phases (Phase I, Phase <br />IIA, and Phase IIB) and that the predicted duration of the mining activities is 10 years or <br />less. Figure 1 presents the location and extent of the three phases of mining. During the <br />course of mining operations, gravel pits will be constructed and dewatered as necessary <br />for the extraction of the gravel resource. In Phase I, 23.6 acres are subject to excavation. <br />In Phase IIA, 5.2 acres are subject to excavation, and in Phase IIB, 6.0 acres are subject <br />
