Skies were mostly clear, with a few high clouds, and the <br />temperature was mild. The inspection was limited to the western portion of the permit area, due <br />to muddy ground conditions brought on by the partial melting of snow. <br />PERMITTING UPDATE <br />RN -04: The Division conducted a check of the Applicant Violator System on Jan. 19, 2012. A <br />Preliminary Adequacy Review letter was transmitted to Honeywood on the same date. <br />SL -03: Honeywood's Public Notice will have its fourth, and final, publication in the Feb. 9, <br />2012 edition of the San Miguel Basin Forum. The Division is presently reviewing the <br />application for completeness. <br />The Annual Hydrology Report (AHR) was submitted to the Division on Jan. 19, 2012. <br />The Annual Reclamation Report (ARR) was submitted to the Division on Jan. 20, 2012. <br />FISH and WILDLIFE — Rule 4.18: <br />Two raptors were sighted in the immediate permit area: a hawk (possibly of the red- tailed <br />variety) was perched atop a juniper tree, south of the road to Mining Area No. 3, and a bald eagle <br />was perched in a tree to the west of Mining Area No. 1. The eagle flew off to the south; it may <br />be the same eagle that was observed near the landfill office during the Jan. 11, 2012 inspection. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />South of the permit area, the roads were snow - packed and frozen due to the slight northward <br />angle of the slope. Within the permit area, there appeared to have been somewhat less snow <br />accumulation. Less snow, combined with slightly warmer temperatures, contributed to the <br />snow's melting. The main road became impassable due to mud and slippery conditions once, it <br />reached the location of the former Sediment Pond A.
