Hayden Gulch Loadout Phase I Bond Release <br />Page 2 <br />Pursuant to Rule 3.03.1, a permittee may request Phase I Bond release upon successful completion of <br />backfilling, regrading and drainage control in accordance with the approved reclamation plan. For the <br />purposes of this Phase I Bond Release request, the term "reclaimed" means those disturbed /mined areas <br />where successful completion of backfilling, regrading and drainage control, in accordance with the approved <br />reclamation plan, has been completed. The areas requested for bond release underwent structure <br />demolishment, backfilling and grading in 2011 in accordance with the Colorado Division of Reclamation, <br />Mining and Safety rules and regulations. <br />The Phase I reclamation activities were conducted to produce a stable landform in compliance with the <br />approved conditions in the CDRMS Permit No. C -92 -081. The grading work was performed with dozers <br />and scrapers. Postmine drainage channels were designed and constructed to control runoff and erosion. <br />These postmine drainage channels all ultimately flow to sediment ponds to ensure that water quality leaving <br />the permit area is within regulatory specified limits. <br />A copy of the Bond Release application is available for public inspection at the Hayden Public Library, 201 E. <br />Jefferson Avenue, Hayden, Colorado 81639. Written comments or objections or requests for public hearing <br />or informal conference concerning this application may be submitted to, and additional information obtained <br />from, the Colorado Division of Reclamation, Mining and Safety, 1313 Sherman Street, Room 215, Denver, <br />Colorado 80203 -2273, (303) 866 -3567. Comments must be received within 30 days of the last publication of <br />this notice or within 30 days of the onsite inspection, whichever is later. <br />Roy A.
