Jim Kiger of OMLLC accompanied me on the inspection. The site is a loadout <br />only. They process and ship coal, although they were not loading any train cars at the time of the inspection. The <br />weather was cool and overcast and the ground was mostly dry, with patches of snow. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />- The sediment pond was dry at the time of the inspection. There was some snow on the embankment but it <br />appeared to be well vegetated and stable. No erosional problems were noted. <br />- All of the perimeter ditches were clean at the time of the inspection. The ditch on the west side of the facilities <br />area by the coal stockpiles was cleaned, as requested in the December 2011 inspection report. <br />- The sump area by the coal stacking conveyor that was noted in the December 2011 inspection was dry at the time <br />of the inspection. This area was discussed with Jim Kiger and the Division. Jim stated that it is, in fact, used to <br />sump water and keep it away from the coal stockpiles. The Division requested that the status of this area be <br />updated in the permit and on the appropriate maps. <br />GENERAL MINE PLAN COMPLANCE: <br />- This site is a loadout only and, as such, processes coal (crushes and screens the coal) and loads trains. The coal <br />stockpiles were very low at the time of the inspection and the operator was not processing any coal. There were <br />also no trucks delivering coal to the site during the inspection.
