PERMIT #: PF.Id <br />INSPECTOR'S INITIALS: THM <br />INSPECTION DATE: December 16, 2011 <br />OBSERVATIONS <br />This inspection was a pre - operational inspection conducted by the Colorado Division of Reclamation, Mining <br />and Safety to assess the proposed 45.04 acre 112c permit area. The Debeque Sand and Gravel site is located <br />approximately 3 miles south - southeast of Debeque, Colorado off of the Interstate 70 frontage road. <br />The required posting of the notice of pending application for a reclamation permit was in place and in <br />compliance with rule 1.6.2(1)(b). The sign is located on the fence at the main entrance on the southeast corner <br />of the proposed gravel mine. The permit boundaries are comprised of fences that are easily identifiable around <br />the entire perimeter of the mine except the western border which runs along an existing lake. <br />Both the Blue Stone and Larkin Ditches are within the boundaries of the proposed mining operation. They were <br />both observed and photographed during the inspection. The inspector was not able to determine if the proposed <br />mining operation would impact the ditch flow during the inspection. It is proposed in the permit application <br />that the ditches may be relocated throughout the life of the mining operation. The operator must provide <br />notarized documentation that allows relocation and /or modification of the ditches from the owner of said <br />ditches. Also a technical revision of the mining and reclamation plans may be necessary if the relocation or <br />modification of the ditches occurs. <br />The existing vegetation is diverse and consists of a variety of grasses along with Sagebrush which was observed <br />in the non - irrigated areas of the proposed pit. Tamarisk and Russian Olive were observed within the proposed <br />permit area. <br />Photos that show the conditions observed during the inspection are included at the end of this report. <br />No problems or violations were noted or observed during the December 16, 2011 inspection. <br />Responses to this inspection report should be directed to Travis Marshall at the Division of Reclamation, <br />Mining and Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand Junction, Colorado <br />81501, phone no.
