11.0 Water Quality Monitoring Plan <br />Water quality monitoring requirements at the Sunday Mines Group currently include <br />the monitoring requirements set forth in the existing CDPS General Stormwater <br />Permit. Denison proposes to increase the existing water quality monitoring program <br />to include groundwater monitoring in accordance with requirements of HRMMR and <br />the BSGW. <br />11.1 Surface Water Monitoring <br />The existing surface water monitoring program is adequate and appropriate for the <br />Sunday Mines Group, because perennial or intermittent surface water bodies are not <br />present in the affected areas of the mines, existing stormwater BMPs are present, and <br />Denison is in compliance with an existing CDPS General Stormwater Permit. CDPHE <br />has primary jurisdiction to regulate compliance with the CDPS General Stormwater <br />Permit. Accordingly, Denison proposes to continue maintaining compliance with the <br />existing CDPS General Stormwater Permit, and to report the performance monitoring <br />data to CDPHE as specified in the existing permit. If requested, Denison will also <br />provide a copy of this information to DRMS. <br />11.2 Groundwater Monitoring <br />A groundwater quality monitoring program has not previously been in place at the <br />Sunday Mines Group. Regulatory jurisdiction for groundwater at active metal mines <br />in Colorado is delegated to DRMS. This EPP establishes a groundwater monitoring <br />program at the Sunday Mines Group in accordance with requirements of the <br />HRMMR and BSGW. As described below, the groundwater monitoring program will <br />utilize upgradient, intermediate, and compliance wells to monitor potential effects of <br />the mining operation on groundwater quality. Compliance limits will be established <br />in two phases, and will apply at the compliance wells. <br />Denison will install six new monitoring wells to evaluate potential effects of the <br />mining operation on groundwater. The locations for these wells were developed in <br />consultation with DRMS and the BLM, and are shown on Figure 11 -1. Five wells will <br />be installed to assess potential effects of underground mining on groundwater. These <br />wells will include an upgradient monitoring well, two compliance wells located at the <br />permit boundary, and two intermediate monitoring wells located between the current <br />mining areas and the compliance wells. <br />In addition, one well will be installed at the Topaz Mine DRA. The purpose of this <br />well is to assess potential leachate generation from DRAs at the Sunday Mines Group. <br />This issue has been previously assessed through site - specific development rock <br />sampling and unsaturated flow modeling, which is discussed in Section 13. Work <br />conducted to date indicates that it is unlikely that the DRAs generate significant <br />leachate.
