Piiieda <br />Director <br />Thank you for arranging the telephone conference on January 5, 2012, that included you, Rory Williams <br />of Silver Star, Eric Oppelt of WQCD, and Steve Shuey and myself of DRMS, in order to discuss the <br />Revenue Mine's existing hydrologic setting and the future water quality concerns, and the possible need <br />for a CDPS permit. Thank you also for providing the written commitments that the project proponents <br />will follow, and the numerous water quality reports dating from 1983 through 2000. <br />After discussing the proposed activities at the Revenue Mine, and reviewing the past water quality reports <br />and commitments, this office is satisfied that your proposed exploration project may proceed, according <br />to the following parameters: <br />1. Water will be sampled weekly for changes in flow, and monitored for visible changes in turbidity <br />during each day of onsite activity. <br />2. Water will be sampled quarterly from each of the approved sampling locations (surface and <br />underground), and the lab results sent promptly to the Division. The approved sampling schedule <br />and suite of analytes will continue until a change has been approved by the Division. <br />3. Surface and underground water conveyance and retention structures, such as ditches, pipes, ponds <br />or sumps, will be monitored and maintained as needed to ensure that sediment transport is <br />minimized. <br />4. Surface drilling and underground drilling may occur, using the equipment described in your <br />January 6, 2012 letter, and/or described in the NOI application materials and approved by the <br />Division. <br />5. Surface drill holes will be plugged and abandoned according to the approved reclamation plan. <br />6. Underground (in -mine) drill holes that are dry will be plugged and abandoned according to the <br />approved reclamation plan. <br />7. In -mine drill holes that produce water will be sealed and plugged properly with the cement grout <br />or other means necessary to prevent degradation of water quality. Bore hole sealing will occur <br />promptly after procurement of core samples. Proper sealing and plugging materials and <br />equipment will be kept onsite if such need arises, and a report of such bore hole closures will be <br />filed timely with the Division. (Please ensure that all drill holes that are closed are reported as <br />Office of <br />Denver • Grand Junction • Durango Active and Inactive Mines <br />
