Pineda
Director
On January 9, 2012 the Division of Reclamation, Mining and Safety (Division) received your
correspondence dated January 5, 2012. The Division accepts the proposed locations for the two
piezometers. However, in your letter it is stated that four holes will be drilled 50 -60 feet deep. It
is my understanding that the two piezometers account for two of these holes. The well located
on Jay Wagner's property is approximately twenty feet deep, which is also the approximate
depth of the alluvium in this area. Please provide additional information regarding the reasoning
for drilling holes to the proposed depth of 50 -60 feet. Also, please note that Jay Wagner's well
appears to be incorrectly located on the map included with your letter. The well of concern is
located near the west side of Mr. Wagner's property. The approximate GPS coordinates for this
well location are 40.509600 °, - 107.524370 °. Testing the sampled water according to the
standard suite of parameters for groundwater will be acceptable.
On the map submitted with your letter, approximately 1,000 feet of the north bank is shown to
have been backfilled with coal mine waste material. Auger holes are proposed in the west
portion of the affected bank due to the assumption that this area has received the highest
concentration of unprocessed coal waste. The Division feels that additional test holes will be
needed along the remainder of the affected bank in order to adequately characterize the material
that has been used for backfill. Also, please provide additional information regarding the
reasoning for drilling holes to the proposed depth of 50 -60 feet. The Division feels that it will
not be necessary to drill into the bedrock, which is expected at a depth of 15 -20 feet.
On December 6, 2011, the Division mailed a letter to Steve Baker, in which we recommended
that an SPLP test be used, and recommended the following analytes for the SPLP test: pH,
Office of Office of
Denver • Grand Junction • Durango Active and Inactive Mines
