with a minimum of four (4) feet of suitable backfill material to minimize contact with <br />moisture and reduce potential contamination to the groundwater regime. Salvageable <br />material (structural steel in buildings, conveyoxa, loadout, rail track) will be sold fox <br />acxap. Non-coal waste material, which is unsuitable as backfill material, will be hauled <br />off-site and disposed of at a State-approved solid waste disposal facility. RGTI also <br />plans to utilize concrete foundations as backfill material £or the cut areas. The <br />concrete will be broken and hauled to cut and covered with a minimum of four (4) feet of <br />suitable cover material. <br />After the buildings and coal conveyance equipment has been removed, the area will be <br />graded to blend into the surrounding topography (Exhibit 18-1). <br />Please refer to Tab 23, Bonding, for specifics pertaining to demolition, disposal, <br />grading, etc. for the entire permit area. <br />All slopes will be graded to the most moderate slope feasible, but in any case, will not <br />exceed a minimum static safety factor of 1.3 as determined by slope stability analysis or <br />available published information. <br />Terraces are not planned for final reclamation. If terraces are us e<i they will meet the <br />requirements of Rule 9.19.2(2). <br />Grading, preparation and placement of material will be conducted in a manner which <br />minimizes erosion and slippage and provides a surface for the replacement of topsoil. <br />Final surface or seedbed preparation of topsoil will be done along the contour to minimize <br />subsequent erosion and instability. if preparation of topsoil in this manner constitutes <br />a hazard to men ox equipment then a direction other than parallel will be used. <br />COVe ring COdl artd Acid artd TOxic FOrmin4 Materials <br />There currently are coal fines and coal/dirt mixtuxea stockpiled at the site that will <br />need to be removed as part of the 2 MM ton/year unloading system construction activities. <br />The existing coal fines and coal/dirt mixtures aze xemnanta of 1994 and 1995 operational <br />period. These materials are located at the coal loadout storage pile surrounding the <br />axis ring conical stack tube and the overflow, or emergency, coal stockpile area adjacent <br />to the existing truck dump hopper. These existing coal fines and coal dirt mixtures will <br />be hauled to Twentymile Coal Company and disposed of in the coal refuse pile. <br />TR-06 2 Revised OS/OS <br />
