To the best of my knowledge, based upon my professional expertise and to
the extent possible, this haul road at the Seneca II -W Mine was
constructed with prudent state -of- the -art earthen construction. Further,
the structure was constructed in compliance with the approved design, to
the extent possible, as specified in Tab 13 of the approved permit.
Drainage control is provided by culvert and ditches and are listed in
Tables 1 and 2. Sediment control for stockpiles is provided by catchment
ditches and /or catchment basins as described in Attachment 13 -8.
The as -built haul road location, and the horizontal and vertical alignment
are shown on Exhibits 13 -11.1 through 13 -11.8. The road width is adequate
for the anticipated volume of traffic.
Density tests and proctors were taken to ensure proper compaction on all
fill areas. These test results are found in Addendum 3. All fill was
placed in accordance with specifications found in Tab 13 of the approved
permit. The road structure appears to be stable, evidencing no
indications of cracks, deep rutting, settlement, or slope instability.
Side cut slopes are 1.5H:1V or flatter with most cut slopes at 3H:1V. Cut
slope stability is not a problem at this time. The fill slopes are mostly
5H:1V with some slopes at 3H:1V which should cause no stability problems.
The as -built drawings replaced the design drawings.
To the best of my knowledge and belief, field adjustments made during the
construction of the structure are in conformance with the Rules and
Regulations and the intent of the approved designed plans and
specifications as approved by the Colorado Mined Land Reclamation
Oo RE/
G ,t
Civisitpp
•seaagw l*l * 4+
IVOV
U a
Ron GeArke Date
.
Color .E. 199 `
AL
• & &W
