L PROCEDURES AND SUMMARY OF THE REVIEW PROCESS Seneca Coal Company applied for partial Phase II bond release under the Colorado Surface Coal Mining and Reclamation Act following reclamation of the Yoast Mine. The mine is located in Routt County, approximately 8.5 miles southeast of the town of Hayden, Colorado. The mine area is located in: Township 6 North, Range 87 West of the 6th Principal Meridian: Section 28: Portions of NW' /4, NW' /4SW' /4, SW' /4NE'/4 Section 29: Portions of SE' /4 Section 32: Portions of NW' /4NE1/4, W' /20 /z Township 5 North, Range 87 West of the 6th Principal Meridian: Section 5: Portions of W' /2E' /z Section 8: NW' /4, SW' /4, W' /2NE' /4, W' /2SE' /4 Section 16: SW' /4NW' /4, NW' /4SW' /4, and portions of SW' /4SW' /4, NW' /4NW1/4, SE' /4NW 1/4, NE' /4SW' /4, NW' /4SE' /4 Section 17: All Section 18: NE' /4SE' /4, S' /2SE' /4 Section 19: E' /2 and portions of E' /2W' /2 Section 20: SW' /4NW1/4, N' /2NW' /4, W' /2SW' /4, and portions of N' /2NE' /4 Section 29: NW' /4NW'/4 Section 30: N' /2NE' /4 The permit area encompasses 2318.3 acres, 1019.0 acres of which were approved to be disturbed by surface operations (actual disturbance to date is 848.6 acres). Ownership of the surface by private, Federal and State interests is 1,979.0, 280.6, and 58.7 acres, respectively. The Division has previously approved two bond release applications at the Yoast Mine. SL -1, approved on March 6, 2007, released $11,862.00 of Phase I liability on 173.02 acres in the North Pit. SL -2, approved June 15, 2010, released $790,205.00 of Phase I liability on 456.7 acres in the South Pit and Neck Pit areas. No Phase 11 or III bond release has been granted on any of the disturbance area. Table 1 provides a detailed summary of previous Phase I bond release acreages and exclusions.
