The inspector stopped by the NECC office in <br />Trinidad to let NECC know that the inspector would be on the mine site. NECC staff contacted Bobby Steele to <br />meet the inspector on site. Mr. Steele met the inspector at the main gate at the Lorencito Mine site. The weather <br />was mild and dry with occasional patches of old snow remaining on the mine site. <br />The mine is a reclaimed surface mine with no personnel remaining on the site. The remaining structures include <br />permanent excess spoil fills, sediment ponds, culverts, ditches, access roads, and some fencing. There are oil & <br />gas facilities adjacent to the permit. Access by oil & gas personnel across the Lorencito permit is on- going. <br />FISH and WILDLIFE — Rule 4.18: <br />Although no wildlife was observed on the mine site during the inspection, numerous elk tracks were noted <br />crossing through the property. Grass root crowns were greening up due to recent moisture. Heavy browsing of <br />grasses within the mine property was observed, outside of the fenced enclosure. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13, Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Perimeter ditches on both the north side of the disturbed area and south side of the disturbed area are well <br />defined and in good condition. <br />Pond 9A had thin patches of snow in the shaded areas but is not holding any water or frozen pool. <br />Pond 7 had thin patches of snow in the shaded areas but is not holding any water or frozen pool. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 2 of 4 <br />
