January 11, 2012 C- 1991- 078/Hamilton Mine MLT <br />• Two separate bands of mule deer, approximately six animals each, were spotted during the <br />inspection. The first group was moving northward from Mining Area No. 3, and the second <br />came out of cover on the pinon juniper slope northwest of Pond B. The permit and adjacent <br />surfaces were busy with tracks of both deer and elk. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Culvert pipes at the intersection with the turn off to Mining Area No. 3 and those running <br />beneath that road further to the east were all inspected and found to be clear of obstructions. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />• The road surfaces varied between snow - covered to dry, with sections somewhat muddy due <br />to melting snow. <br />• The roads were sufficiently clear to allow access by vehicle to all areas of the permit, <br />including Mining Area No. 3 and Pond B. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />I walked around the perimeter of reclaimed Mining Area No. 3. With the exception of a <br />segment of fence that is downed (intentionally) at the southeast corner, the entire area was <br />fenced. Mining Area No. 1 and the former facilities area are also fenced. Mr. Andrews has <br />stated previously, and he reiterated during the present inspection, that he does not wish to <br />have the fencing remain, once bond release is achieved. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 3 Page 3 of 5 <br />
