Exhibit 15 Vegetation Information <br />l <br />5566 0—hill Dr. Fort Collins, Colorado 80526 (970) 223 -0775 <br />This plant is sporadically distributed, but not infrequent within the Canadian River Basin of New <br />Mexico. Many large, healthy populations are known in areas that have already been impacted by mining <br />and road building. Several others are in remote, inaccessible areas where they are not threatened by the <br />prevailing land uses. It does not appear to be consumed by browsing herbivores. <br />Within the project area, numerous plants were located above (north) the existing RDA growing in <br />both undisturbed and disturbed areas along the dry diversion ditch around coal mine refuse material. <br />The plant was determined to very common in that area and given that it occurred on both disturbed and <br />undisturbed locations, does not present as having been "negatively impacted" by non - permanent surface <br />disturbance. <br />Given that this taxon has no legal protection (threatened or endangered designation), has no <br />managerial distinction (sensitive status), is only listed as a "watch" species by the State, and does not <br />present as a taxon easily impacted by land disturbance, it should not be problematic for project <br />permitting. <br />If you have any further questions regarding this survey, please do not hesitate to ask. <br />Sincerely, <br />CEDAR CREEK ASSOCIATES, INC. <br />Steven R.
