2.0 Scheduled Comprehensive Sampling <br />Monitoring results will be evaluated as follows: <br />Groundwater & Surface -Water Monitoring Response Plan <br />Comprehensive groundwater and surface -water sampling will be conducted quarterly during pilot <br />retort operations, quarterly for the first year following operations, and annually for the following <br />two years. Groundwater and surface -water samples will be collected and analyzed as described in <br />Sections 2.0 and 3.0 of Sampling and Analysis Plan for Surface Water and Groundwater — <br />Operations & Post - Operations (August 25, 2009). Monitoring results will be reported to the <br />BLM, DRMS, and EPA on a quarterly basis during pilot retort operations and Year 1 post - <br />operations and on an annual basis during Years 2 and 3 post- operations. <br />1. Water- chemistry results reported for each sampling event will be compared to baseline <br />data to identify indications of potential retort- derived contamination within the monitored <br />interval. If there are no indications of retort- derived contamination within the monitored <br />interval, quarterly or annual monitoring will continue as planned. Retort- derived <br />contamination may not be indicated where the reported analyte concentration(s) meet all <br />of the following criteria: <br />i. Correspond with baseline trends, regional trends, and /or analyte <br />concentrations upgradient of the pilot retort; and <br />ii. Do not exceed the maximum baseline concentration by more than the <br />accuracy reported by the laboratory; and <br />iii. Do not exceed the mean baseline concentration for the well by more <br />than two standard deviations. <br />2. If water - chemistry results indicate potential retort- derived contamination within the <br />monitored interval, a second sample will immediately be collected to confirm the initial <br />result. Retort- derived contamination may be indicated where the reported analyte <br />concentration(s) meet all of the following criteria: <br />i. Do not correspond with baseline trends, regional trends, and /or analyte <br />concentrations upgradient of the pilot retort; and <br />ii. Exceed the maximum baseline concentration by more than the accuracy <br />reported by the laboratory; and <br />iii. Exceed the mean baseline concentration for the well by more than two <br />standard deviations. <br />3. If the second sample result does not confirm the initial sample results, quarterly or annual <br />monitoring will continue as planned. <br />4. If the second sample result confirms potential retort- derived contamination within the <br />monitored interval, groundwater protection procedures (see Section 3.0 of this plan) will <br />be implemented. <br />4 <br />
