December 7, 2011 C- 1980- 007/West Elk Mine JRS <br />TOPSOIL — Rule 4.06; Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />- The LRP and RPE topsoil stockpiles (located across Highway 133, just across from the main gate) were both <br />well vegetated and stable. There were no erosional problems noted on either pile. Both piles had the required <br />topsoil marker in place. <br />- The Sylvester Gulch subsoil stockpile 42 was well vegetated and stable. There were no erosional problems noted <br />with the pile. The subsoil stockpile 41 is currently active, with material being place on and taken off of the pile as <br />needed. The portions of the pile that are not actively being used were well vegetated. There were no erosional <br />problems noted on this pile. <br />- Topsoil stockpiles 41 and 43 (in Sylvester Gulch) were well vegetated and stable. No erosional features were <br />noted on either pile.
