December 21, 2011 C- 1996- 084 /Lorencito Canyon Mine JHB <br />Ditches and culverts were snow covered. No concerns were identified with the ditches. Additional culverts have <br />been added to pond access roads by a third party (gas company) for access to oil and gas wells. These culverts <br />need to be depicted on a map and clearly defined which culverts are the responsibility of NECC. <br />OTHER (SPECIFY): <br />This was a complete inspection conducted by Janet Burns and Dan Hernandez of CDRMS. Mr. Bobby <br />Steele, of New Elk Coal Company met the inspectors on the mine site and accompanied the inspection. The mine <br />is a reclaimed surface mine. As such, no mine personnel or buildings remain on the mine site. The weather was <br />cold and the site was snow covered with approximately 4 -8 inches of fresh snow. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />Jeff Canyon Haul road and pond access roads were snow covered with approximately 4 -8 inches of fresh <br />snow fall. The Jeff Canyon Haul road was accessible via 4 -wheel drive vehicle. Pond 8 was accessed on foot due <br />to snow drifts across the roadway. Pond 5 was inaccessible due to snow cover on the access road. No other <br />concerns were identified with the roadways. <br />SIGNS AND MARKERS — Rule 4.02: <br />The mine identification sign is clearly visible on the entrance to the Lorencito Canyon Haul road.
