LANDOWNER. ALL ROADS OR SEGMENTS OF ROADS REQUESTED FOR <br />RETENTION WILL BE IDENTIFIED CONSISTENT WITH DESIGNATION IN THE <br />PERMIT APPLICATION (HAUL ROAD G, RIDGELINE ACCESS ROAD, OIL WELL <br />ACCESS ROAD, ETC.) THE ROAD RETENTION DEMONSTRATION WILL BE <br />SUBMITTED TO AND APPROVED BY THE DIVISION PRIOR TO APPROVAL OF <br />PHASE 1 BOND RELEASE FOR ANY RECLAMATION PARCEL THAT INCLUDES A <br />ROAD OR ROAD SEGMENT TO BE RETAINED FOR THE POSTMINING LAND USE. <br />The Division recently approved TR -68, which provided landowner requests for several of the <br />proposed permanent roads subject to Stipulation 32. <br />Summary of Revisions since the December 10, 2010 Renewal <br />Since Permit Renewal No. 6 was approved by the Division on December 10, 2010, Seneca Coal <br />Company has submitted one technical revision to the permit, and the Division has approved three <br />technical revisions that were outstanding at the time of the permit renewal. The Division also <br />granted a Phase I bond release on a portion of the permit area. <br />Technical Revisions <br />Technical Revision No. 70 was approved by the Division on September 29, 2011. The revision <br />revised the woody plant density standard for reclaimed areas. <br />Technical Revision No. 73, approved July 1, 2011, included plans for remediation of the Pond 016 <br />Slide. <br />Technical Revision No. 74 was approved December 16, 2010. The revision updated the <br />reclamation schedule. <br />Technical Revision No. 75, approved July 26, 2011, provided a channel design to rehabilitate a <br />portion of 006 Draw that was affected by a landslide along the Mine Entrance Haul Road. <br />Surety Release No. SL -3 was approved on March 21, 2011. The Division granted Phase I Bond <br />Release on 412.35 acres of the Seneca II -W Mine disturbed area; 382.95 acres in the South Extension <br />Area portion of the permit area and 29.4 acres in the original permit area. <br />The Review Process (PR -6) <br />On July 18, 2011, Seneca Coal Company submitted an application for Permit Revision No. 6 PR- <br />6) for Permit C- 1982 -057, the Seneca II -W Mine. The application was deemed complete for <br />purposes of filing on July 28, 2011, and completeness notifications were sent to the Routt County <br />Commissioners, Routt County Planning Department, Natural Resources Conservation Service, <br />Colorado Division of Wildlife, State Board of Land Commissioners, Colorado Department of <br />Health Water Quality and Air Pollution Control Divisions, Office of Surface Mining, Bureau of <br />Seneca II -W Findings Document 5 C- 1982 -057 <br />Permit Revision No. 6 January 6, 2012 <br />
