significantly from readings on April 8, 2011 and May 10, 2011. The water level went from 32.04 feet to
18.98 feet. The water level went down to 21.66 feet on June 8, 2011. It appears that the water level in
Monitor Well N has continued to remain stable this quarter and was at 23.63 feet on December 9, 2011. It
is also our understanding that Monitor Well 4MW was damaged in recent construction activity and
CDRMS was advised of the damage by TCC. New wells to replace wells 4MW and 5MW will be
constructed with the pile expansion.
We were advised that the wash plants had produced approximately 133,195 tons of waste coal during the
month of October 2011: approximately 89,358 tons during November 2011: and approximately 84,829 tons
during December 2011. It is our understanding that the fines being produced at the wash plant, which
consists of approximately 10 to 20 percent of the total materials being produced, are being pumped
underground into the mine.
Based on our limited observations and compaction test results, it appears that the pile is currently being
constructed and maintained in general accordance with the project specifications and plans submitted under
2.05.3(8) and that the potential hazard to human life and property at the site in its present condition is
minimal. This report fulfills the quarterly inspection requirements as specified by Rules 4.09.1(11)(a),
4.09.1(11)(b), 4.10.2(2)(a) and 4.10.2(2)(b).
If you have any questions regarding this report or our observations, please contact this office.
Sincerely,
NWCC, INC.,
Timothy S.
