Throughout this time BLM has continually coordinated with CDRMS in accordance with the current
Memorandum of Agreement between the two agencies.
In addition, throughout the last year and a half there has been ongoing communication between BLM
and J.M. Beck and Associates with regards to this Boulder County project. In a letter dated June 18,
2010, BLM received notice from J.M. Beck and Associates that AGC Resources LLC acquired the
assets of Mount Royale Ventures LLC related to the above listed CDRMS permits. J.M. Beck and
Associates had been retained by AGC Resources LLC to direct all activities associated with site
permitting and operational environmental compliance.
Prior to the productive communication with J.M. Beck and Associates, BLM had difficulties in working
with the former Operator, Mount Royale Ventures LLC. Therefore as of June 2010, although the mining
and milling operations were permitted and bonded with CDRMS, BLM had no approved Plan of
Operations on file and had also not been listed on the bonds being held by CDRMS. AGC Resources
LLC appeared to be much more cooperative in pursuing compliance with the BLM regulations for
surface management located at 43 CFR 3809. The following is a summary of events during the last year
and a half:
1. A site visit was conducted on 07/20/2010 with representatives from Mount Royale Ventures
LLC, J.M. Beck and Associates, Sovereign Management Group Ltd., CDRMS, BLM and the
mining claimant. This meeting included discussion to lay the groundwork for moving forward
with mining and milling operations and meeting compliance requirements for both CDRMS and
BLM.
Specific to BLM, it was decided that a Plan of Operations would be formally filed by the
Operator upon completion of the upcoming exploration efforts on private land. This action would
then prompt BLM to initiate preparation of an Environmental Assessment. This delay was
prompted because actual mining and /or milling operations were not currently taking place and
the Operator planned to submit a permit boundary change request to CDRMS once exploration
data was analyzed. In the interim, BLM planned to initiate the assessment of cultural resources
on the BLM surface areas within the permitted mine and mill sites.
2. In September 2010, BLM retained a consultant to begin evaluating the cultural resources within
the Operator's CDRMS permitted boundaries.
3. On March 16, 2011, AGC Resources LLC was notified by CDRMS that the proper joint agency
financial warranty forms had been received and were being processed.
4. In June 2011, it came to BLM's attention that Aurora Gold Corporation had sold the fully owned
subsidiary AGC Resources LLC to Devtek Management Ltd.
5. On July 8, 2011, BLM was notified by J.M. Beck and Associates that the company is no longer
affiliated as the technical consultant representing AGC Resources LLC, Aurora Gold Corporation
or any successor entity with regards to the Cash and Who Do Mines and Gold Hill Mill Project in
Boulder County.
