Rug 14 2006 4:36PM WILLITS CO INC <br />4. Diesel storage tanks were placed in areas with inadequate secondary <br />containment or construction to prevent an unauthorized release of <br />pollutants in the event of a spill. The tank was stored in a containment <br />area that was large enough but the liner was deteriorated. We could not <br />move the tank until the remaining fuel had been used. The tank was <br />removed from the area on June 30 and was placed in the lined <br />containment pond on July 7th. <br />5. We failed to clearly mark the permit area and affected area boundaries <br />with monuments or other markers that are clearly visible and adequate to <br />delineate such boundaries. The corner points of the permit area were <br />surveyed and marked on Augustl 3th. <br />6. We failed to stabilize and protect all surface areas of the affected land so <br />as to effectively control erosion, specifically, the roads were not being <br />maintained as described in the permit application by application of <br />Magnesium Chloride to prevent erosion. The roads were not in a <br />deteriorated condition and were not eroded. They have Magnesium <br />Chloride applied annually. Magnesium Chloride was applied on July 7 <br />As a result of this inspection, Magnesium Chloride will be applied in early <br />spring instead of mid - summer. <br />As you can see from you follow up inspection we have taken your concerns <br />seriously and have diligently worked to correct the problems. We will work hard in the <br />future to maintain the requirements of the permit.
